6.10 CREW ROTATION PLANNING
6.10.1 Plan Preparation
Each vessel shall have a workable Crew Rotation Plan that identifies the following, as a minimum:
- The budgeted crew positions clearly indicating the ranks;
- Details of the present complement (if applicable) and the dates they are due relief;
- Relievers shall be available and approved in crew planner 30 days before contract expire date of onboard seafarers;
- Details of where no seafarer has been identified for a budgeted position (for forward planning – recruitment requirements);
- If a seafarer is assigned on a ‘back to back’ rotation on one vessel, s/he shall spend a maximum period of three years before being assigned to another vessel. Exceptions for specific vessels or trades may apply subject to Fleet Manager approval.
The Crew Rotation Plan shall be made available on the Server (Distributed on a monthly basis to TD, TSI, MSI, DDPA, SNQ).
The Crew Manager shall review the Training Matrix to ensure all seafarers on the Crew Rotation Plan comply with the stated requirements.
The following are inputs to the Crew Rotation Plan:
- Compliance with Experience Matrix (which is a mandatory requirement);
- Compliance with Appointment Matrix;
- CRW 09-13/ CRW- 14;
- Safe Manning Certificate;
- Client or Fleet Cell requirements;
- Seafarer contract requirements;
- Status of seafarers demonstrating competence for promotion;
- Industry crew experience requirements;
- Vessel schedule and other specific requirements;
- Seafarer declared availability dates;
The Crew Manager shall use the Crew Rotation Plan to develop and maintain seafarer pools for owner's fleets. Surplus officers who have no berth available shall also be used to develop new fleets.
6.10.2 Plan Approval
The Crew Rotation Plan shall be reviewed and approved by the FLP Manager.
6.10.3 Seafarer Recruitment Approval
The following are the standard levels of authority for approving the recruitment of seafarers:

The above levels for approving the recruitment of seafarers can be amended by the Managing Director, as required, and should be noted on Form CRW 09-13.
Seafarer applications for employment shall be evaluated and a response given within two working days of receipt. If client approval is required, they should be encouraged to respond swiftly.
6.10.4 Crew Changes at the Same Time
A Crew Rotation Plan shall be issued to avoid changes of key officers at the same time, with the following conditions:
- The Master and Chief Officer cannot be offsigned at the same time. There must be a minimum of 2 weeks between joining dates.
- The Chief Engineer and Second Engineer cannot be offsigned at the same time. There must be a minimum of 2 weeks between joining dates.
- If junior deck officers need to be changed at the same time, the handover period of junior deck officers must be a minimum of 24 hours.
- If junior engineer officers need to be changed at the same time, the handover period of junior engineers must be a minimum of 24 hours.
